This website was developed and is maintained by Bi-State Regional Commission (Bi-State) and its contracted web developer. Bi-State is a regional council of governments staffed by professionals who provide assistance to local governments and support the Commission's standing committees. Major programs include transportation planning, economic development, and grant administration. Initial funding for this website was provided in part by a grant from the U.S. Department Commerce, Economic Development Administration.
Bi-State serves local governments in Henry, Mercer, and Rock Island Counties in Illinois; and Muscatine and Scott Counties in Iowa. This cluster of counties, surrounding the intersection of Interstate 80 and the Mississippi River, has become known by several unofficial names, such as the Bi-State Region, the Quad Cities, and the Greater Quad Cities Region. Here, the term Greater Quad Cities Region is used to clearly denote the inclusion of all five counties in the Region, not just Scott and Rock Island, where a majority of the population resides.
